ISTART=1 is the usual setting for convergence tests with respect to the cut-off energy and for all jobs where the volume/cell-shape varies.. During geometry relaxations we start the calculations from scratch ie ISTART = 0 in INCAR. We perform k-point convergence and encut optimization tests too.. This tag selects the mode of operation (eg start from scratch, prediction-only,...) of the machine learning force fields method..
